What bugs are tied to specific Support Packages or Patches?

We have been on 4.1 SP01 Patch 6 for about 8 months.  We are contemplating upgrading to SP04.  Should we take the base Support Package (no patches) or the latest patch of SP04 which is Patch 4?  Or should we wait until SP05 which is due to be released later this month?

I know the standard answers are something along these...

"Take the latest patch."

"Take whatever patch has the features or fixes that will benefit your organization most."

Those are nice answers, but not that helpful.  I want a Support Package or Patch that is stable (not buggy) relatively speaking.  I know that SAP cannot test every possible scenario, but neither can I.  I am the only admin on our system with another person in on-the-job training.

What I would like to be able to do is look back at Support Packages and Patches that have already been released and see how many bugs have been reported (and confirmed) and allow us to see generalized details about them (the same level of detail that is given when the list of bugs fixed is released).  That would allow me to make the decision as to whether we can live with the volume and severity of the bugs that have been identified or not.

As it is now, I take my best guess based on those "nice" answers from above and if that causes too many problems we get to do it all over again.

I blogged about this topic a few weeks ago, but didn't get much feedback and I now have some time to start actively pursuing our next upgrade so I am thinking about it again.  Any recommendations or alternative approaches?

As of now we can only refer known issues and fixed issues for each release and check for our outstanding issues against the fixed issue and take the decision. I dont think we have alternate to this.

Moreover we should not expect for access to SAP's internal bug tracking system.
