Tax Zone Determination

Hi

Is there a way to have a Tax Zone Determination that has a value non-Australia ?

I would like to set a Tax Zone Determination with the rule if "Ship-to Country" is "non-AU" then the tax is exempt.

The reason I ask is because there is a value "non-EU"
