Did you also pick the option to install NWBC alongside the 7.40 gui?
If yes, it creates new xml files instead of using the old "ini files.
Try a new install without NWBC options and reboot.
(be sure to install as administrator).

deinstallation of NWBC didn't work for me.
Once the SAP LogonPad started the new configuration files (SAPUILandscape.xml and SAPUILandscapeGlobal.xml) have been created.
SAPUILandscape.xml has been created with information from the SapLogonTree.xml file and saplogon.ini (Description and Group/Server). System ID and Message Server were missing so this configuration is not usable.
Entering the message server was not helping until I've maintained it in the format <server>:<port>.
This did the trick.
