Can you please elaborate on why you want to do this? This feature is optional and is intended to enhanc the system usability. So disabling this feature is not recommended. However, to disable any action, you can enhance the application (possibly by an implicit enhancement) doing "SET PF-STATUS ... EXCLUDING <action code>".

i have to lock change layout.

If you means by Chnages get SAV then Please click on SAVE Layout and then you can set as default layout . THis will set your new layout as defualt and your iten will be displayed in new layout when ever you will go to this transaction

I believe you can do my Authorisation but I believe User won't be able to do in any report in SAP
Please check Authorisation Object in SU24 for SPBW and work with your BAsis Team .
