I am creating a wizard dialog, and am trying to decide whether to use a Roadmap or a Phase Indicator. At first glance, it seems to be simply personal preference... Can someone highlight the reasons for using one over the other?

the proposed use of the phase indicator are "larger steps which may require more time by the user" whereas the roadmap should be used for "small steps of a clearly defined work process", see http://help.sap.com/saphelp_nw04/helpdata/en/de/77a04028f40160e10000000a1550b0/frameset.htm and http://help.sap.com/saphelp_nw04/helpdata/en/55/9abe6671d0d64fba6c91e6ea9e1185/frameset.htm under "Use".
Technically of course you are free to decide between them. It's a matter of unified UI to follow the recommondations (even if it may be hard to say what are "small step" or "large step" wizards...
