SUM Tool - Lock Development Environment

Hi everyone

I am using SUM tool to spply SPS in QA system. I arrived at step "Lock Development Environment". I am not sure what happens at this step exactly. Is it possible to proceed and still apply transports in the system if required? Will it impact the process? Where do I find details about this in SAP documentation.
