Have you got Enterprise Manager installed on the system ?
By default it is not installed. If not then you need to set it up.

SAP standard configuration of Oracle Enterprise Manager
The Oracle Enterprise Manager database control is not by default installed or configured during an SAP installation.
If required, you can configure the Enterprise Manager database control after the SAP installation is complete (refer to SAP Note 1594014).

OEM is not installed and configured automatically in SAP environment when database in installed. If required, you can configure it, but please keep in the mind the information in the following notes.

Hi,
I believed you configured OEM in your system after the installation, before asking this query.
If not, then you need to configure it, As far as I can recall, it was delivered with the package itself in my 10g oracle, just a configuration was required with correct user and it's service was working fine.
Make sure you use OEM carefully, as it I have seen people killing databases with OEM and TOADs.
However, just for monitoring and for things like adding datafiles, it good.
