Here my answer is Yes ,we can assign change & create authorizations to Limited profession users as 'm feeling you're facing audit issue for SAP users.Apart from SAP Professional and Limited professional users you need to take care of authorizations for other user licenses (e.g Shop floor user licenses or as at your end) .For these types of user licenses you need to take care not even for authorizations as well as Transactions to users .
