The issue is with the purchaser or the bidder not being able to open the documents??
Are you using the standard bid scenario or decoupled?

The portal access for bidders from SUS for decoupled scenario is not supported by standard.
You will have to ask your portal consultant to customize this for you.
You can check the below info note

relevant iView, Page and workset has to be created and assigned to the portal
role for bidder ( Bidder role found under the path SAP -> Specialist ->
SAP SRM 7.0 -> EHP1-> Supplier Collaboration). To reach the SAP provided
Enterprise Portal content follow the path: Portal Content -> Content provided
by SAP -> Specialist -> SAP SRM 7.0 ->EhP1 and its subfolders.

Sorry for replying late
I've gone through the SAP note and it clearly confirms what you said.
Now, there are 2 things that I would like to highlight here:
1. In our scenario, SUS system is not a separate system. It is a separate client on the same system on which SRM is installed and it is within firewall (not outside firewall).
2. In case of outside firewall scenario and as per the note, it is suggested to create relevant iView, Page and workset but I being from Portal background unable to understand what has to be created. A Webdynpro ABAP Iview is created using some backend system Application but if the standard application to display the RFx document is not working and as per our SRM team, they are using the same standard app only through NWBC which is working in that case, with which application I need to create the iView in order to make it work.

The SUS being a separate system or a client doesn't matter here.
I think what the note says is you will need to create iviews in the portal connecting the bidder queries.
I feel you should make a copy of the ivews which is used for the bidders in the normal sourcing scenario where SUS is not used. You will have to modify the properties for the ivews to point to the SUS clinet.
This is just a thought I have, I am not a portal expert. Hope this will give you some guidance on what needs to be done.

I tried with the iViews used for the bidders in the normal sourcing scenario and changed the system alias to point to SUS client but still I am facing the same issue.
So, it seems that some customization is required at the application level without which the standard iView will not work.
Have you ever encountered such an issue in any of the projects.

Can you please cross check the Portal role assigned to the bidder once because PD layer issue usually comes due to this and if it is working fine from NWBC then there must be some role problem in portal.

My bad actually, the Portal role assigned to the user is SUCO role Bidder.
Please find below the display name for the same:
Display Name: com.sap.pct.srm.suco.ro_bidder
Just for your information, we deleted the customized roles assigned to the user in the back end and instead gave the standard roles but still we are facing the same issue.
So, one thing is confirmed that this issue is not because of the customized back end roles which are nothing but copy of the standard roles.

In some cases, the SRM application cannot continue and must be aborted.
Then a popup is displayed with an error message "An error occured in
the PD layer. The transaction needs to be terminated.".
The error message is quite general, it is displayed even if a more specific
error message is available.
We had the similar PD layer issue and we solved it by proper assignment of roles.
you can try out the below mentioned approaches to solve the problem.
a) Check roles assigned to user, sometimes the roles does not have generated the appropriate profile and PD layer of Business Objects is not recognized because the user is forbidden.
b1) Pls check the no ranges for RFx response , ie
01 --- for internal no range
02 --- For external no range.
b2) Check the SPRO settings for Define Transaction types, here u have to check
BUS2202 Supplier qoute -- Select Transaction type --- Here Int no range, find from F4 -- it should be BIDINV --- 01
& Ext No range find from F4 BIDINV -- 02
Check this, it may help you.
if not solved by doing above things then last try is to Debug the issue.

Sure, I'll check the above points with my SRM consultant.
But just want to cross check, suppose there is an issue with the user roles or the generated profiles for the roles or any of the above points that you've mentioned, will it work if we access the same functionality through NWBC.
In our case, we're able to access the RFx with Bidder Id when we access it through NWBC. The issue persists only when we access it through Portal.

But I can't find Supplier Collaboration at the specified location within Portal content.
We've only Core, PPS and Suite folders under EHP2.
On the contrary, we have Supplier Collaboration folder under EHP1.
Please find below the screenshots.
No Supplier Collaboration folder under EHP2.
Supplier Collaboration folder exists under EHP1 and is already assigned to the user.
The issue still persists.

No I haven't created any content (Iview, Page, Workset etc.) for the standard role.
As I am consuming the standard Bidder role, I thought there is no need to create any portal content for that and the standard portal content delivered should be enough.
Please suggest if it is really required and the purpose of it.

But the POWL is getting populated perfectly with the RFx numbers and responses even with the standard Bidder role.
The issue comes once we click on those numbers.
So, I am wondering what iView should I create for that as I am not sure about the navigation part on click of the numbers.
Also, I do not find any reason why the standard content should not work in this case.
Is it documented somewhere or may be if you've any personal experience of solving this issue your way.

i am not sure about which iview has to be created and for that i have to speak to my portal consultant.
Ask your portal consultant if he can create the same iview as RFx and RFx response has by copying that and check.
you can try by opening the RFx from buyer end and create the same iview.
not sure on portal side.
