Does anyone know of an app for Samsung tablets to view crystal reports via crystal viewer? Preferrably Galaxy tab 3 2014 models?

I am not aware of any viewer for an Android OS. Best you could do is get the report exported to PDF, or possibly HTML, though PDF would be my preference.
Other than that, you may want to investigate CR for Mobile:

But there is no simple viewer as such that I am aware of.
