Filter bar is greyed out in Webi HTML interface. Why?

Hi,

The filter bar is greyed out at the top of my screen in the Webi HTML interface and I am trying to figure out why. This is using BI 4.1 SP3. I have given the user group the 'Reporting - create and edit report filters and consume input controls' application right but there must be another right somewhere.

Any ideas?
