Do you mean and ask about other production master data than routing?
If so, of course they are exist in SAP (PP).
Generally you can divide master data important in PP module for material master data and production master data.
Production master data include BOM (BIll of Material), Routing/task list and work center. Besides some kind of controlling master data like cost center are important for some PP processes.
The second part of your post ( as I understand that)... If you want to assign work center to operation ( e.g. in the business scenario when you want in the particular plant that production operation A can be done only on production line X, define as work center in the SAP) you need to connect those two things during routing creation.
