Is it possible to handle cofiguration control with out IE4N trx and just handle mounting and dismantle of equipments by a standard way?

Hi experts good day, hope some one can help me, with the following question.

Is it possible to handle configuration control with out IE4N trx, and just handle dismantling and mounting of equipments by the standard way on the functional location but limiting the mounting by function id for example or by a structure gap, hope some one can help me thanks and good day.
