0STARTLEVEL problem

Hello My guru friends

In the activation of the infosources 0FUNCT_LOC and 0GL_ACCOUNT i can´t activate because the system error send my this message 0STARTLEVEL object is not i active version, i went to BCT area to activate it and it don´t exist what dou you know about that.
