change sap sid error in step change permission of sap system dir

Dear experts

i am trying to change my SID through sltoolset1.0 it runs fine but in middle it throw error running msiexec failed

with RC =1619 the installation colud not open

it shows some pernission error in google kindly suggest right one so i can proceed

i made changes in /USR folder make it share able and give it full access it give error in step

changes in sap system directories  it is an 8th step

Did you right click on the installer ICON and selected run as administrator ?

In windows 2003 server what need to check for permission

tell me what modification to be made and where

in security tab i gave all permission to usr folder system32 folders as of my understanding

Run SWPM as administrator.

You can right click to find this option.

Did you run the setup as administrator ?

Did you downloaded the correct version ?

Also, can you check for the permissions
