Getting stable IDs for test script

Currently I'm working on jMeter test scripts for various WD applications and have problems getting stable IDs. One test user gets views with stable IDs, while another user running the identical test script doesn't. Every HTTP call has sap-wd-stableids in the URL query string and also the order in which the users are running the script doesn't matter.

Do you have any idea? Do SAP users have to specifically be enabled to use stable IDs?
