To answer your questions directly, 0001 and 0002 depict two of the Personnel Sub-Area for Country Grouping 43 (New Zealand), while 01 to 04 depict the Quota Selection Rule Groupings.

Quomo feature is used for quota generation and you can use either Quomo feature or TMON rule.
In quomo feature - you can query on company code, personnel area ,PSA,EG and ESG and return code, return code is your wish and should be maintain in selectin rule .

As with all features, there are some fields which you can query to identify the parameter that is pertinent.
Using t-code pe03, you can display the Documentation related to the Feature, but you can also display the Feature's Attributes, where the "Struct." button will allow you to display the fields on which you can make decisions in the Feature.
Last but not least, when the "Decision tree" button is selected, you can display or modify the feature, but before you select the "Display" or "Change" button, you can use the PView menu (on the menu bar) to toggle between Tree Maintenance and Table Maintenance
