The solution package does not have the right format or does not exist

I have created 2 new  pak files through solution packager for a client.

Then I try to create a new DB through selecting the function on the log in form:

"New From package" and try to load up the .pak file the error occurs.

"The solution package does not have the right format or does not exist".

This error occurs for both files.

The customer is running 9 PL8.

What causes this error?

Have you folks found a solution around this problem?

I have looked at the thread :  http://scn.sap.com/thread/2079752 and that is for 8.82.

I have a problem that I am in another country and do not have access to a client machine other than their server.

We have used the solution packager with other patch levels of SAP 9 and it worked on the server.

Any Ideas?
