Is there a specification for IDAT?

I'm trying to figure out what is supposed to be in an IDAT file, by trial and error.  I cannot get past a particular error.  I don't know if it is an error in my XML file, or an error in the program that is processing it.

It would be helpful to have a document that specifies exactly what is expected in the XML.  Not an example.  Not a blank template from Service Extension Maintenance.  A specification -- something that covers both the syntax and some level of semantics.

Sorry I dont have a specification for the IDATs but I think If you post your not working IDAT I can help you with that

Note that the focus of the question in that thread shifted -- I figured out the non-site-specific reference part -- that was easy once I realized how the IDAT reference entry worked.  So the title should now be "Why won't this IDAT work at all?".
