Production Order not getting cifd across to APO

When I had cifed the Production Order, it returns the message "sequence-dependent setup activity does not have a mode".

In CIF reconcilation it comes under missing in APO log.

This is not consistent.Some order gets cifd without any issues.Some are having this issue.

Anywhere I m missing.
