That would depends on what application this is (GRC, SRM, ERP etc). But my 1st stab ... I would try looking at the PFCG role itself. Perhaps it meant what it say ... nothing is assigned to this role.

test without NWBC (WebDynpro Application GRFN_SERVICE_MAP), this can be a GRC config issue.

exactly as Julie told: open WebDynpro Application GRFN_SERVICE_MAP in SE80 e.g (edit object / web object / WD. Appl) then simply test it or copy+paste the url of the WD Appl to a browser.
