Significance of change indicator in license assignment

Hi Gurus,

What functionality does the change indicator (in license assignment) drive? Please see attached picture. We have a problem where the sales order is blocked (after a change such as order combination flag) despite release with manual license assignment. I'm trying to understand if this indicator helps in the resolution somehow. Thanks in advance.

The categories themselves are fairly self explanatory. But I don't think they come into play here.

I assume you would like the manual license assignment that originally released the document in GTS to be locked in? which would mean that any subsequent change to the sales order would not require the licence to be assigned/checked again??

GTS has not been designed this way. This would be a compliance risk or gap.

GTS has been designed so that any change to the ECC document requires that the original manual licence assignment is deleted. The business must then redetermine whether that assignment is still valid. That's why the document is placed on block again - so the user can redetermine.


If this was not the case then the original manual licence could still be applied even though the document has been changed a lot. The assignment may now be invalid but the system is still releasing.


This would be put the company in a compliance risk scenario and it would also put the USER who did the first assignment in a "tricky" situation.

Could you please elaborate the indicators? I'm having hard time deciphering them.

If fields like quantity, address, inco-terms etc. change then it makes sense to re-determine the license check but not for change on fields like order combination flag, your reference, custom fields etc. When I create a delivery for sales order (from VA02 in ECC), it blocks it because the system thinks its a change, that doesn't make sense either. Same thing happens with SPL too. It blocks again even though no address is changed.

SAP support for our version (7.2) is no longer available therefore I'm unable to report to SAP. Please also see OSS note 1587327 that was released for us when reported to SAP (during available support) so SAP agrees it should not be re-blocked. It was applied in our system but now we the problem repeats.

I've done some more research. Explaining all the indicator fields would take a lot of time.

But please go to

SPRO ->

  SAP Global Trade Services ->

           SAP Compliance Management ->

                       "Legal Control" Service ->

                            Control Settings for "Legal Control" Service

Use indicator "Manually cannot be changed by system".

***Not from the point you have put in your screenshot***

This should mean that if you assign a license to an SO then reopen the SO in VA02

and save, GTS will not reblock the SO.

This should compensate for GTS assuming there is a change when you create a delivery for a Sales Order from VA02 in ECC.

Please retest and let me know the result.

Regarding the fields I don't think it depends on specific fields. Rather just a change.

Hi Eoin,

I have this config already for legal regulation EAR. For legal regulation ITAR, I don't have the problem but it has indicator B1 (System, Manually Changed, Cannot be changed by System) so when assigning license for EAR, I manually changed it to B1 but still it doesn't work.

However, your suggestion prompted me to look at another config in the same area i.e. Transfer Leg. Contr.Data . It is set to 2 (Recheck License for New Document). Perhaps, setting it 1 (Transfer License with Limited Check) will do the trick?

Yes please try this.

Also check the F1 help in this customizing field:

"Example

An SD order was transferred to the SAP GTS system and locked because a license was missing. This lock was removed after a license was manually assigned to it in SAP GTS. If the SD delivery were generated and transferred, the SAP GTS system would also lock it because the license was not determined automatically in the order. Therefore, the delivery would also have to released manually.

If you activate legal control data transfer, the license which was manually assigned to the order would be transferred to the delivery thereby simplifying this process."

This is what we are talking about.

Setting it to 1 should do the trick. Let me know how it goes.

Hi Eoin,

That did not work. However, it does transfer the license from sales order to delivery successfully.

The same problem occurs in SPL too. Released documents are blocked again for non address changes.Please let me know if you stumble across something helpful in this regard.
