Workflow engine service will not start

I cannot get a successful PASS on the Workflow settings because the workflow engine service will not start. The Workflow Data Access service starts, but, not the engine. I have checked other threads and notes (see below) and tried their solutions. I tried to start the workflow engine manually and get the following error:

Any help is greatly appreciated.

Notes:

1876025 - Compatibility set to 2008

1865084 - Time format changed to 12H

1836992 - Company time zone set to server time zone

Hi Nagarajan,

I don't even have .Net Framework 1.1, which this link is referring to. I have 4.0 and 4.5 installed.
