What is the significance of the routing status 5 - Blocked.

We can use the status of routing/rate routing to indicate the processing status of task list. For
example, you can indicate whether the task list is the creation ststus or has already been released for general use or order use.
Certain transactions are dependent on status of routing, like released for order cannot be used in costing or released for general can be used for any usage.Blocked means it cannot be used anywhere, check it is customized one as standard are only 4(1,2,3 and 4)

In standard SAP only 1 to 4 status avlb, With help of this key task list indicate the status of the processing, Like it's in creation phase or released phased,
e.x : You can only include a reference operation set in a routing if routing has the status 4 (Released)
Ex: In some industry using the customize status "5" (For Line balancing)
system explodes the line routing and determines the line activities needed for producing the material or product when you process line balances in line design for configurable materials or products. The line activities are determined by the assigned components.
Same way here customize the status 5 for block
