begining with portals implementation

Hi we are giving the first step with sap portals in order to develope a project.

I want to know:

1.->What development tools are available for enterprise portals?

2.->Where can I find easy manuals and how-to of configuration of enterprise portals, that include:

->Notifications

->Styles

->Content Publish

->Navegation

->Authentication and authorization

->security

3.-> Our portal will be extranet, for public people, are there specific requeriments for that?
