Developing Web dynpro FPM application

We would like to develop The Floorplan manager web dynpro application. I know that this required some interfaces like IVAC, IBLC, IXssApp, IFPM. We do not have ESS or MSS, Does SAP supply these interfaces without having ESS or MSS? Or Are these interfaces included in WAS?
