BW_UPLOAD rule sequence

First of all you guys, Thank you so much for help me out.

Scenario: In Rule Set, I would like to assign BW_UPLOAD Activities.

Question: Which place or number correct for BW_UPLOAD activities in rule sequence.?

Example: In attached file,

- If Any upper sequence is execute End OF Ruleset then is BW_upload activities (Seq no: 500) will run or not?

- Which sequence is right sequece to put BW_upload activities?

- Is Condition is required or optional ? (because if I put BWUPLOAD condition then message check only this BWUPLOAD CONDITION)
