Have you tried Google? ITN site:sap.com finds that this is included with GTS (Global Trade Solution).
If you don't have GTS then I'm guessing it would be an SD/Logistics functional consultant's (you?) responsibility to identify a field that would be best suitable for this particular client based on their specific business requirements.
