substitution rule for local ledger (not leading ledger)

Hello Experts,

I am trying to make a FI line item substitution rule that applies only for Local ledger (change GL account by another one only in 1L local ledger , without changing the GL account in 0L leading ledger ),

But it's not working as ledger field stays empty during trace.

Any ideas how to make it work (if possible) ?
