Submit,Other Actions,Refresh buttons are not visible.

Dear Team,

I have a requirement where in i need to open standard approval screen from my custom component and i followed the steps mentioned in below link

Customizing Access request and approval screens in GRC Access Control.

When i append object id to the URL, it opens the below screen which does not have submit,other actions,refresh buttons and shown below.

But when i open the same using workinbox screen,it opens the below screen with submit,other actions,refresh buttons.

Pls help me how to achieve this.
