Bin block does not hold unless reason code entered

after EHP upgrade we are not forced to to enter in a reason code or Block does not hold-Example

LS02 enter in Warehouse X Storage type 009 section 22 BIn P-010-B

Select Putaway block --( and no Blocking reason )

then go and perform a simple Lt01 single item select confirm so as to auto confirm TO

and bin to bin happens but the Block is auto removed in Bin ?

Only way to make this block stick would be to enter a reason code , any help as to why this happened would be greatly

appreciated
