Can you access our marketplace? in the following link you can find answer to your questiona about localization support: http://service.sap.com/ localization. Dominican Republic localization is not supported.
TIP ! from my experience you can find support for country X by implementing localiztion of neighbor country.
You can use the above link to send questions to our localization experts. I think this is more efficient then SCN.
