solman_issue_mgmt transaction

Hi all,

Does anybody know how to inactivate "delete_issue" button from Issue Management (solman_issue_mgmt transaction) for all users in Solution Manager ?

I also know that each user can click on "Settings" function in Issue Management and remove "delete_issue" button from "Displayed Columns" but we need the "delete_issue" button not be visible/available for anyone in Solution Manager.
