Runtime Error - Syntax_Error Applying SAP Notes

Recently, I installed a SAP Netweaver PI 7.11 system. Now, I'm trying to implement some security notes recommended by the SAP Security Notes Check (rsecnote) report; however, ALL the notes that I try to apply throw me the following error:

(As I'm sure not all these sapnotes may have a syntax error, what could be causing this problem.)

What happend?

Error in the ABAP application program.

The current ABAP program "CL_PACKAGE====================CP" had to be interrupted because it contains a statement that cannot be executed.

In the include "CL_PKRT_DEPENDENCY_GRAPH======CU" in the line 54 of the program "CL_PACKAGE_INTERFACE========CP" the following syntax errors occur:
