Equipment's user status control maintenance order release

Dear Experts,

How to use equipment's user status to control the maintenance order release?

I have test some business transaction in user status, as below:

• Create user status profile ZPF00001, and create the status: ROEF
• ROEF transaction control item added: Release, Forbidden, No Action
• Assign the user status profile to the Equipment

And I create the PM order using the equipment as object, but I still can release the order, the forbidden doesn't work. Also, I tested the other transaction control item: Enter PP/PM processing data, Forbidden, which work well and forbidden me to enter data in order.

Why the two item has different result? Is there something wrong via my configuration? Please help to analyze it, thanks a lot in advance!
