What are Differences of DB2 provided by SAP or Buying DB2 from IBM

Are there any major differences between the version of DB2 provided by SAP (if you buy the DB2 liscense from SAP) versus what you would buy from IBM?

We have heard that the DB2 version purchased with SAP is stripped down to run time models only, No interface.

If we bought from IBM we would buy the Enterprise version with all the tools.

What is the reccomendation?
