SAP - Release Management / Change Management

Hello,

On a SAP HCM Project- what role / person is responsible for analyzing the risk/ change of break /fix or new functionality will have on the system?

Is this the same role / person that is responsible for "Release" schedules / activity? I am needing to understand "Release Management"'s role on SAP projects. Specifically as it relates to our team the payroll team. What is the Release Manager's role on a day to day basis?
