Transaction Number is Not Available or Archived

Dear Experts,

In Solution Manager 7.1, while setting a Request For Change to "Validation", users are getting this message:

"Transaction with the transaction number 'xxxx' is not available or archived."


Can you all please tell me how to prevent this from happening? We do not want the requests for change archived.
