sr13 Online Documentation help

I have installed SAP R/3 4.7 200.

I have copied the HtmlHelpFile files to my hard drive and shared this on the network.

I run the transaction sr13 and go to to HtmlHelpFile tab.

I have entered the values

Variant: DEFAULT

Platform: Windows

Area: IWBHELP

Path:
bpr3\HELPDATA

Language: EN

Default: Ticked

Yet when I go to Help->Sap Library all I get is "No documentation found"

Can anyone see what I am doing wrong or have any suggestions?

Also do I need a sapdoccd.ini file?

I have tried it with this file and without with the same result.
