There have been a number of posts related to the above return code RC=-1113, once a change is made in the UME to get the Administrator and Guest group to be read from an LDAP and not from the database.
I have made the same change and experience exactly the same issue. The Portal was working fine before this change.
Has anybody made this change as described in

and resolved the issue where rc=-11113 occurs once the server is restarted.
I have set the UME back to the database, but this has not allowed me to restart the server.
Any help would be appreciated.

Thanks for the response, but this has not solved the error.
As mentioned I had already set the UME parameter
ume.persistence.data_source_configuration dataSourceConfiguration_database_only.xml
back to ume.persistence.data_source_configuration dataSourceConfiguration_database_only.xml and restarted the portal server and rebooted the machine for good measure prior to posting the query.
I have tried again today, resetting the default and restarting the server but I still receive the rc=-11113 for the J2EE server.
Any help is appreciated.

Restoring defaults many a times blanks all config data. I tried the same and did not work as well. Just check the entries again in the config tool for the folowig: It may be blank:
ume.r3.connection.master.client
ume.r3.connection.master.user
ume.r3.connection.master.psswrd
ume.r3.connection.master.ashost
ume.r3.connection.master.sysnr
Fill the appropriate details for ur system and also try out user J2EE_ADMIN instead of SAPJSF, it should woprk.

i've same problem occured.i solved the problem. u try by following
Run the following
<drive:\> usr\sap\<sid>\JC<instance number>\J2EE\configtool\configtool.bat
(Make sure the portal system is shutdown)
Under Cluster Data -> Global Server Configuration -> services -> com.sap.security.core.ume.services
make default
The default was : - dataSourceConfiguration_database_only.xml
click on set and from flie-> apply
Now restart the portal server
it's works
if not make sure the database is up and also check the message server port
