Please correct me if I am wrong.
2 types of CSV files in a year e.g. 12 CSV of Type A & 12 CSV of Type B
1st I need to create 2 DS (Master Data Attr.) for Type A & B for loading Jan.'s CSVs.
2nd I need to create 2 DS (Transaction Data) for Type A & B for loading Feb. to Dec.'s CSVs.

From your information - you have two files with different structures - this would mean two datasources.
One each for Type A and Type B. You can map it to different objects using transformations - depending on whether you want to treat it as master or transaction data.

Yes I have only a transactional data approx. 15years which format I mentioned above. One method is I know is make the Master data from the given transactional data using excel lookup function. Is any other method for my scenario? because you have a lots of experience and you are the best person who guide me very well.

that's only necessary if you're introducing new master data... and if that would be the case, I would use a completely different flat file for that (cleaner that way)

why would you not load Jan with these DataSources?

You're probably wrong. But the information you've given is too sparse for any meaningful answer. What is the data in these CSVS?
What I can tell you is that you don't have master data loads for January data and transactional loads for the rest of the year, for the same kind of data.
