My understanding is that both scenarios provides support for functions such as Service-Level Reporting, SAP EarlyWatch Alert, Business Process Monitoring, System Monitoring, Central System Administration, System Landscape Reporting, and user-defined alerts. So what exactly is the difference between Technical Monitoring and Solution Monitoring in Solution Manager ?

In addition to above,
CCMS was used earlier for monitoring systems and now its an old concept which will be completed replaced in future by SAP
MAI(monitoring and alerting infrastructure) is the new revolutionary concept for monitoring where you also get metrics as provided by SAP in the form of SAP Templates for each DB,Host or system wise etc.

You can also notice plenty of features which are not supported by CCMS are now supported by MAI

Basic difference is the way its getting the data for monitoring. System monitoring is based on CCMS and the new technical monitoring has n number of data providers, most important one would be diagnostic agents. it is more powerful and collects more metrics than CCMS agents.
