Initialization failed Error

I am trying to submit an Expense report and received an error message "Initialization failed"I am using Google chrome.

After I logged out and logged in again , the part of the screen that usually has the drop downselection for expenses, it was greyed out.

Eventhough it is a personalization screen issue, workaround was proposed to discard the screen in Personalization settings,

but is there any plans to remove this feature ?
