How to generate or get key file for released reports

I was successful in getting the mass download however after downloading we need to send this to Chemtrec who require the documents in the below mentioned format, this actually is key file for MSDS. How to get this key file for all the 20,000 MSDSs? From where to retrieve this information for such huge count?
