The SAP EC separate core application that means separate function, it have been developed to maintain compliance with legal permits and regulations, which impose serious operational boundaries and financial threats for industrial and non industrial operation sites.
There is no separate T-code for that. you will not get best practice documents in Sap marketplace.
As per Balaji statement, you can get some documents like Implementation Guide, Functional Documentation and Compliance Implementation Guide through open market .

Can you please provide details how and where we will create master data for SAP EC and where we will do activities related to processes of EC like Permit management Facility Management.

Implementation Guide & Functional Documents are main documents for configuring SAP Environmental compliance.. Each and every step of component configuration is mentioned in these documents.
Coming to Building blocks ..there is no building blocks for SAP Environmental compliance.
