IT 0008 pay scale structure not defaulting from the job on IT 1005?

Hi Experts,

I have an employee where he was on a different position earlier and now on a different position. And I am running promotion action which brings up IT 0001, 0007 and 0008. We have maintained IT 1005 (planned comp) at the job level, previous and the new jobs are different. But while running the action it does not default the pay scale structure from the job level though it gives a message “Pay scale structure will 0117h0101 could not be defaulted”. How can this be fixed?
