Manage My Profile

Please could somebody point me in the right direction! 

I'm configuring users ability to manage their own profile, mainly aimed at the resetting of passwords. I've got the logon help link coming up on the logon screen and then the correct screens are then appearing when I click on this link. My problem is I can't find how users can add a security question to their profile to be able to use the reset password facility. Where is 'Manage My Profile'  so they can enter a security question?

It's under Personalize -> Portal -> Profile which at least in the standard portal desktop should be visible in the toolbar. Make sure users have the required UME actions to manage their own profile.
