We also got the same requirement to customize the different letters but using this standard infotype without adobe licence we can't proceed ahead.
So We had developed the custom infotype with 10 subtypes similar to IT0906 including ISSUE and PRINT button but used smartforms in the backend.
And also we had linked each subtype or letter type to corresponding actions using customer exit which was fitted in the system perfectly.
We had done the language transalations also for the all letters.
