maintain tranportable table in test system

My client wants to create a custom (Z) table with additional atributes of functional area's.

during the build phase of the project, this will be created in the DEV system. after go live, it will be maintained in production.

the client wants to test this mainenance in the test system.

how can we configure this so we can tranport the "master data" from DEV to TEST and from there to PRODUCTION, but still allow for changes in test that do not impact the transport?

in produc!tion, we will set the current settings on this table, but this is not possible in TEST
