with the right skills and tools you can. It is probably not what you expect under a mass change, you cannot just change a batch number like you do it Excel with Ctrl+H. You have to create movements to move a batch to a new batch number. And to do it in bulk would need to create e.g. LSMW or BDC

With the right customizing in place the batch is then creating automatically with the movement. IF you did not allow batch creation with movement 311 then you even have to load the new batch first.

You will also have to use different movement types for blocked stock and treat any quality stock differently too if you have QM turned on. You will also have to think about any open documents that have these material / batches on them - for example deliveries.
